 Sometime ago, the Directorships of Title Deeds stopped formalities on real estate sales to expatriates due to an amendment in the legislations. The amended law was approved by the Turkish Grand National Assembly on the 3rd of July and submitted to the President. As you are reading these lines, probably it would be approved by the President and the formalities would be resumed at the offices of title deeds.
 The amended law provides that real identities of foreign nationality are allowed to possess land within the boundaries of the local housing development plans up to 10 per cent of the total area of the central town and its surroundings. A commission will be established comprising of administrative representatives of the Ministry governing the General Management of Title Deeds and Cadastral Surveys to evaluate the applications. In the previous law the ratio in question was indicated as 3 per cent. Now it is claimed that some regions will have greater advantages than the others. We also hear that in towns such as Didim and Antalya, where there are numerous sales of properties to expatriates, the established quota is about to be used up.
For people of foreign nationalities and commercial companies set up in accordance with the laws of their own countries, the Cabinet of Ministers is authorized to approve the property sales in areas under protection due to existing special features as regards irrigation, energy resources, agriculture, mining, sit, faith and culture, flora and fauna, as well as militarily strategic areas and those allocated to public security, on the basis of proposals of the public offices and establishments in line with coordinated maps and plans.  So far as
We can see, the procedure on sale of lands with strategic significance in natural, historical, economic, military and social status differs to a certain extent. Those wishing to purchase land in these locations are obliged to convince Ankara and the bureaucracy.
Foreign investors investing or entering into partnership with legal entities in Turkey will be allowed to own real estate or obtain limited rights. In the case of transfer of title of such real estates to another foreign company or when a local company possessing such real estates sells its shares to an establishment of foreign capital, the similar procedure will be applicable.
Starting with the previous year, the global economic crisis all over the world and the Citibank issue had a great detrimental effect on the property market. When the formalities covering the sales were stopped due to the amendment to the law, the construction and property sectors in Turkey suffered from substantial losses. I hope the new legislation will serve to inspire hope and encouragement to the sector to a certain extent.
